60 countries signed an agreement in Paris on the future of artificial intelligence. The US and UK, however, did not sign. The United Kingdom expressed concerns about governance and national security. The United States, represented by JD Vance, said that the US is more concerned with growing AI than with safety. Vance said that AI is “an opportunity that the Trump administration will not squander.” He also said that regulation will “kill a transformative industry just as it's taking off.”
The agreement itself wants to ensure AI’s accessibility. It wants the technology to be secure, safe, transparent, and trustworthy. It also expressed concerns over the energy use and environmental sustainability of AI. Experts say that the energy use could rival that of a small country in years to come.

The UK used to be a world leader in AI safety. That is now called into doubt. British trade association representing the AI sector, UKAI, applauded their government’s refusal to sign, saying, “While UKAI agrees that being environmentally responsible is important, we question how to balance this responsibility with the growing needs of the AI industry for more energy.” The UK insists that they are not just following America’s lead.
Not signing puts the US further at odds with the rest of the world. The 60 countries that signed think that this accord will help the industry grow by emphasizing innovation and collaboration. The US and the UK disagree.
